Dual - Key Method For Interception Of Communications

Following the probation period which served as a testing phase, the Security-Information Agency (BIA) started to implement the system for the interception of communications which provides insight into the contents of communications, by the use of the dual-key method. In doing so, BIA fulfilled the final recommendation from the Report on the visit of the Protector of Citizens to the BIA with the objective to upgrade prevention and control mechanicms.

Namely, in accordance with the recommendation mentioned above, but also the recommendations of the Commissioner for Data of Public Importance and Personal Data Protection, issued on July 6, 2012, following the period of supervised implementation of the Law on Personal Data Protection, the use of dual-key method, following a court authorisation, enables the start of interception of communications which provides insight into the contents of communications, once the parameters entered at two different geografic locations coincided.

In this way, control mechanisms have been upgraded in the sense that, apart from the existing record of every access and use of the electromic equipment for the interception of communications, the risk of any possible misuse has been minimalized.
